(CNN) -- The National Weather Service has issued a flash flood emergency for portions of Brazoria, Fort Bend and Harris counties in Texas. This includes Houston, the fourth-most populous US city. Four to 8 inches of rain have already fallen in the area since Hurricane Harvey began battering Texas on Friday. Now a slow-moving line of storms capable of producing 3 to 4 inches of rain per hour is deluging the region.
