Inmate on ‘monitor-release’ flees from officers in Miami, authorities say

An inmate on "monitor-release" fled from officers Thursday afternoon in Miami, authorities said.

Miami-Dade Corrections spokesman Juan Diasgranados said in an email that the inmate took off in the area of 3900 First Avenue.

An officer had gone to the Concept Health System Inc., Assistance for Substance Use and Mental Disorders, an unsecured residential treatment facility to conduct a routine check on Arsinio Lannigan, police said. 

The director of the facility told the officer that Lannigan had violated program rules and regulations, police said. The director requested Lannigan be removed. 

Lannigan then managed to escape while he was being taken back into custody. 

City of Miami police were notified of the incident and a perimeter was set up. 

Lannigan  turned himself in to police Thursday night.
